RvS 1.56 and AS 1.02 Patch

RVS v1.56
Locked the debug commands that were left unlocked in the previous patch.

AS v1.02
Fixed a bug in the meta data of certain maps that caused operatives of opposing teams to have similarly colored uniforms.

On Siberia (Sargasso Fade), the armor levels of the two opposing teams were set at different levels. This has been resolved.
